That's a 1-15" cab that someone regrilled and then bolted the baffle back on upside down.

Ha! Ok, makes sense.
I wonder why. Maybe they thought having the ports at the bottom would improve the "bottom" end.

Or having the speaker up higher gave better projection over the heads / body's of people in a room/ club.
