Does the reverb on a K200A PA head need the switch "on" to work? If there's no reverb could that be the reason?

Yes, all of the A serise heads need to have the effect circuit cloesd to turn on the effect.
Save yourself some bucks and pick up a cheap cord from the shack that has atleast one 1/4" end on it and cut it off short and short it out, or just solder a jumper across the jack inside the head.

Steve is right on having to have a footswitch to turn on the effects on the A series Kustoms. The A-5 is a little different and has a 1/4" shorting type jack on the back that allows the reverb to be on without a footswitch.
If you have no reverb? Is the reverb tank still in the amp? Someone may have tampered with the jack. Another thing to check are the green and black leads in the tank to make sure they haven't broken off or if the tank is any good. There may be other issues as to why the reverb isn't working, and that might be some circuit issues that Steve or ChicagoBill might be able to help.

The shorting contact may just be dirty and not making good contact. The most common problem is a bad tank.
